Pre wax cleaners depending on the brand will contain cleaners and maybe some light polish that strips off old wax and cleans the paint prepping it for wax application.
The strength of the cleaner and polish in a pre wax cleaner will depend on the brand, heavily swirled vehicles may need a more aggressive polish or compound. Rule of thumb is to go from the least aggressive to the more aggressive polish, so test in a small area before you work on the whole vehicle.
